Advancing Indonesia’s 30×45 Goals

The Coral Triangle Center (CTC) plays a key role in advancing Indonesia’s national marine conservation agenda, particularly through its involvement in the development and implementation of the Roadmap to MPA Management (MPA Vision 2030) and the MPA & OECM Vision 2045: An Integrated Strategy Toward Sustainable Indonesian Seas. These national initiatives are led by the Ministry of Marine Affairs and Fisheries (MMAF) and supported by six non-governmental organizations. Together, they aim to conserve 30% of Indonesia’s marine area—approximately 97.5 million hectares—by 2045.

The strategy focuses on Marine Protected Areas (MPAs), where conservation is the primary objective, as well as Other Effective Area-Based Conservation Measures (OECMs)—areas that are not formally designated as MPAs but contribute to long-term biodiversity conservation through local customary practices, sustainable use, or co-management systems.

As a core member of the National MPA and OECM Consortium, CTC has led and co-led four of the seven Strategic Areas of Work (AoWs) under the MPA & OECM Vision 2045, namely:

  • AoW 1: Integrated Planning, Program, and Budgeting for Marine Protection

Supporting the establishment of a national MPA Co-Management Council.

  • AoW 2: MPA Human Resources, Competencies, and Capacity

Developing national guidelines, training modules, and a Capacity Building Roadmap for MPA personnel.

  • AoW 6: Develop and pilot framework and guidance for Other Effective Area-Based Conservation Measures (OECMs)

Co-developing national definitions and criteria for OECMs, piloting them in selected sites, and drafting National OECM Guidelines.

  • AoW 7: Communications, Coordination, and Outreach Platform

Establishing a national communication platform ( www.konservasilaut.id ) and outreach strategy to strengthen public awareness and stakeholder coordination.

Key Achievements

Several notable milestones have been achieved during this phase:

Establishment of the National Marine Conservation Council

CTC facilitated a series of inclusive national workshops that resulted in agreed institutional arrangements, mandates, and cross-sector coordination mechanisms. These efforts produced an integrated workplan aligned with the MPA–OECM Vision 30×45 and a draft Ministerial Decree—currently under legal consultation and aligned with the revision of Government Regulation No. 60/2007—to ensure long-term legal legitimacy and effective national coordination for marine conservation.

National Guidelines on Provincial MPA Management

The National Guidelines on Provincial MPA Management have been endorsed by MMAF and the Ministry of Home Affairs (MoHA). These guidelines support provincial governments in allocating budgets and engaging communities in co-management structures. The final draft has been piloted in Nusa Penida MPA.

Capacity Building Roadmap for MPA Personnel (2024–2028)

The Roadmap has been officially signed off by MMAF’s Directorate General of Marine Spatial Management (PRL) and the Human Resources Development Agency (BPSDM). As part of its implementation, Capacity Needs Assessments (CNAs) were conducted in Maluku and Bali Provinces in August 2024. The assessments identified key priorities, including the need to revise MPA Management Plans in line with MMAF Decree No. 31/2020, strengthen long-term conservation targets, and improve budgeting, partnership development, and sustainable financing mechanisms.

Strengthened Communication and Outreach for MPA OECM

Significant progress was made through the completion of a National MPA OECM Communication Strategy and the launch of an integrated digital platform via konservasilaut.id, linked to the national SIDAKO system. The platform was officially introduced through an online event attended by 96 participants. Since its launch, the platform has featured 11 MPAs, recorded 132 clicks and 3,870 impressions, and—together with its social media channels—achieved an average outreach of 1,667 people, laying a strong foundation for sustained public engagement.

Establishment of the National MPA & OECM Forum

The National MPA & OECM Forum was officially announced during a national symposium, with membership registration now underway. To date, 25 members have registered, representing government institutions (56%), NGOs (28%), the private sector (8%), and communities or individual conservation practitioners.

Looking Forward

CTC is expanding its scope of work by adding Sustainable Financing for MPAs and OECMs. This phase focuses on identifying and piloting innovative financing mechanisms to support long-term conservation effectiveness.

Key objectives include:

  • Supporting the legalization and socialization of the National Guidelines for Provincial MPAs through a Ministerial Decree issued by the Ministry of Home Affairs.
  • Conducting competency-based training and certification for MPA personnel in 10 MPAs across Indonesia, while strengthening the national certification body and training centers through focused group discussions and technical assistance.
  • Aligning MPA human resource recruitment and development with national policies of MoHA, MMAF, and the Ministry of Manpower.
  • Expanding awareness and outreach initiatives targeting universities and media to enhance transparency, public understanding, and collective action for marine conservation.
  • Piloting and implementing a sustainable financing mechanism in Nusa Penida MPA as a model for replication.
